Usually dressed casually unless he's on duty or on a special mission. Most likely wearing a t-shirt with blue jeans. He is also almost always armed, either with a gunbelt on or with a hidden weapon. When on official duty, he wears the official VR uniform, with a overcoat on from his other military organization [see origin story].

Phoenix is a computer expert and engineering jack-of-all-trades. He is proficient with most any computer system from MS-DOS to the 24th-century special computer he designed aboard his personal spacecraft. He is a master pilot; anything that can be flown, he can pilot.He is well versed in all sciences, and a little of just about everything else. He has no psionic or magical powers, only his own knowledge and experience. He is in very good physical condition as well.

Phoenix is a very modest person, never bragging or being arrogant about his abilities. Even though he may know more than most people he tries not to show it. He is soft-spoken unless provoked, and even then he will not get angry unless highly provoked. He is introverted to a degree, but he is not a hermit. He usually likes to be to himself, but does not mind being interrupted for something, as long as it is important. He is a responsible person, doing what is needed, and usually more.

No psionic or magical ability, so when he encounters magical enemies he has to rely on magical-type friends to help him out. He is not sure of himself sometimes and has a tendency to wonder about decisions he has made or has to make.
